No. When naming a new workgroup, the workgroup name must be unique.

Yes, workgroups can connect to cloud-based services, such as One Drive or SharePoint. All workgroup members connected to a cloud-based service share access to applications, projects, documents, templates, libraries, and results. If one member creates a new application, the other members of the workgroup will be able to see it and use it. The same is true with the documents in project folders and the analysis results. They are accessible to all members of the same workgroup.
